Social and health services
Social services for adults consist of personal guidance and advice from a social worker or social counsellor about the services available, the conditions for receiving them, and support in applying for services.
We can offer you support in the following matters:
- Assessment of the need for services together with the customer
- Support and guidance in financial difficulties, problems with life management and housing, by motivating, guiding and supporting towards employment, substance-free living or rehabilitation
- Financial and social support in crisis situations
- Guidance and advice related to social security benefits and social services
- Decisions on supplementary and preventive income support based on the individual’s overall situation
Multidisciplinary joint service promoting employment (TYP)
The aim of the Varkaus region’s multidisciplinary joint service promoting employment (TYP) is to promote the employment of unemployed people by offering them public employment services as well as social, health and rehabilitation services according to their service needs. The TYP operating area of the Varkaus region includes Joroinen, Leppävirta and Varkaus.
In the multidisciplinary joint service, the municipality, the TE Office and Kela plan together with the customer a service package from the existing employment, social, health and rehabilitation services that responds to the customer’s service needs and best promotes their employment.
An unemployed person is directed to the service if they are:
- Have received labour market subsidy for at least 300 days on the basis of unemployment
- Have turned 25 and have been continuously unemployed for 12 months in accordance with the Act on Public Employment and Business Services
- Are under 25 and have been continuously unemployed for six months in accordance with the Act on Public Employment and Business Services
The customer relationship begins with a mapping period, during which professional competence, the social situation affecting employment, state of health and work and functional capacity are clarified. After this, an employment plan is drawn up that promotes employment or access to education in the best possible way.
Rehabilitative work activity
Rehabilitative work activity is a social service under the Social Welfare Act, and its organisation is based on the Act on Rehabilitative Work Activity. The aim of the act is to improve a person’s life management, functional capacity and prerequisites for becoming employed, participating in education or in employment-promoting services of the labour and economic administration.
The Act on Rehabilitative Work Activity obliges the municipality, the employment and economic development office and a long-term unemployed customer to draw up an activation plan in cooperation. The activation plan is the starting point for the services offered to the customer.
Rehabilitative work activity and its content are agreed individually according to the customer’s work and functional capacity and competence. Rehabilitative work activity can be organised at a unit of a municipality, joint municipal authority, foundation, association, the state or a parish. The customer is not in an employment relationship but is a customer of the service.
Practical information:
- The period lasts 3–24 months, and there can be several consecutive periods
- Activity time 4–8 hours per day, 1–4 days per week
- Right to labour market subsidy and a EUR 9 expense allowance for days of attendance
- Kela may pay an increased portion of the labour market subsidy for a maximum of 200 days
- The municipality reimburses travel costs according to the cheapest means of travel and arranges accident insurance
