Social and health services

Social services for adults consist of personal guidance and advice from a social worker or a social counsellor about the services available and the conditions for receiving them, as well as support in applying for services.

We can offer you support in the following matters:

  • Assessment of the need for services together with the client
  • Support and guidance in financial difficulties and in problems related to daily life management and housing, motivating, guiding and supporting towards employment, substance-free living or rehabilitation
  • Financial and social support in crisis situations
  • Guidance and advice on social security benefits and social services
  • Decisions on supplementary and preventive social assistance based on the individual’s overall situation

Multisectoral joint service promoting employment (TYP)

The aim of the multisectoral joint service promoting employment (TYP) in the Varkaus region is to promote the employment of unemployed people by offering them public employment services as well as social, health and rehabilitation services according to their service needs. The operating area of the Varkaus region TYP covers Joroinen, Leppävirta and Varkaus.

In the multisectoral joint service, the municipality, the employment office and Kela together with the client plan a service package from the existing employment, social, health and rehabilitation services that meets the client’s service needs and best promotes their employment.

An unemployed person is referred to the service if they have:

  • Received labour market subsidy for at least 300 days on the basis of unemployment
  • Reached the age of 25 and been continuously unemployed for 12 months as defined in the Act on Public Employment and Business Services
  • Been under 25 years old and continuously unemployed for six months as defined in the Act on Public Employment and Business Services

The client relationship begins with a survey period during which professional skills, the social situation affecting employment, the state of health and the ability to work and function are assessed. After this, an employment plan is drawn up that promotes employment or access to education in the best possible way.

Rehabilitative work activity

Rehabilitative work activity is a social service under the Social Welfare Act, and its organisation is based on the Act on Rehabilitative Work Activity. The aim of the Act is to improve a person’s ability to manage their life, their functional capacity and their prospects of finding employment, taking part in education or participating in employment-promoting services of the employment and economic administration.

The Act on Rehabilitative Work Activity requires that an activation plan be drawn up in cooperation between the municipality, the employment and economic development office and the long-term unemployed client. The activation plan is the starting point for the services offered to the client.

Rehabilitative work activity and its content are agreed individually according to the client’s ability to work and function and their skills. Rehabilitative work activity can be arranged at a unit of a municipality, a joint municipal authority, a foundation, an association, the state or a parish. The client is not in an employment relationship but is a client of the service.

Practical information:

  • The period lasts 3–24 months, and several periods can follow one another
  • Activity time 4–8 hours a day, 1–4 days a week
  • Entitlement to labour market subsidy and an expense allowance of 9 euros for days of attendance
  • Kela may pay an increase to the labour market subsidy for a maximum of 200 days
  • The municipality reimburses travel costs according to the cheapest means of travel and arranges occupational accident insurance
