Description of document publicity
This is the description of document publicity required by Section 28 of the Act on Information Management in Public Administration (906/2019), the purpose of which is to make it easier to submit requests for information to the Municipality of Joroinen.
Everyone has the right to receive information about an authority’s document that is public (621/1999, Section 8). Most of the documents of the Municipality of Joroinen are public, but they may also contain confidential information. Confidentiality is always based on grounds derived from the Act on the Openness of Government Activities or another act. A party to a matter also has the right to receive information about matters concerning themselves.
Submitting a request for information
Requests for information addressed to the Municipality of Joroinen can be submitted to the municipality’s official email address joroinen.kunta@joroinen.fi. The municipality’s central administration registers the request for information and forwards it without delay to the correct party for processing. If necessary, we will help to specify the document from which the information is needed. If the Municipality of Joroinen receives a request for information that falls within the remit of another authority, it is transferred under Section 21 of the Administrative Procedure Act (434/2003).
Case register
The Municipality of Joroinen maintains a case register of matters that have been initiated, their processing stages and the related documents. The agendas and decisions of the municipality’s bodies are published on the municipality’s website. Information about them can be searched, for example, by the title of the matter or document, the name of the body and various date details.
The case register operates primarily in the Dynasty case management system. Information concerning building control is also processed in the Lupapiste.fi service. Paper documents are kept in the municipality’s central archive.

Data protection
For the sake of the privacy and legal protection of service users, it is important that the municipality processes personal data appropriately and in the manner required by law. Appropriate, legislation-based processing of personal data is part of high-quality customer service.
In the services of the Municipality of Joroinen, a customer’s personal data is processed only to the extent required by the service and only in accordance with the special act laid down for each service, or in some special cases also with the explicit consent of the person. The Municipality of Joroinen does not collect personal data for commercial purposes.

Data Protection Officer
In accordance with the legislation in force, the Municipality of Joroinen has a designated Data Protection Officer. The task of the Data Protection Officer is to support customers, patients and staff in matters of data protection.
In data protection matters, it is advisable not to include sensitive information, such as your date of birth or personal identity code, in an email when first making contact. A short description of the matter and your own contact details are enough — you will be contacted and then asked for more detailed information.

Privacy notices

General information about information security
In the Municipality of Joroinen, information security and data protection are an integral part of daily operations and the starting point for trustworthy public authority activities.
The Municipality of Joroinen never asks users for online banking credentials, passwords, credit card numbers or other identifiers by telephone, email, letter or any other means. Make sure that no one can gain access to them.
Information security covers the implementations related to information security and data protection. In the municipality, information security means the protection of information in all its forms — as well as information systems, telecommunications, services and their operating environments — in such a way that the authenticity, confidentiality, integrity and availability of the information can be ensured.
