Building control
Building control services are provided by Keski-Savo building control.
The five municipalities of Keski-Savo – Pieksämäki, Varkaus, Leppävirta, Joroinen and Kangasniemi – have formed a joint building control unit as of 1 January 2026. Pieksämäki acts as the host municipality of the unit. The building control authority is the Keski-Savo Building Control Board.

Building control
Building control is a statutory service. Its duties include processing permit applications related to construction and supervising building activities and the built environment. Building control provides general guidance and advice on construction.
For construction advice and permit matters, building control uses the free-of-charge Lupapiste.fi

Permits and notifications to be applied for
- Building permit — for a new building, an extension or a major renovation
- Demolition permit or demolition notification — for demolishing a building
- Landscape work permit — for measures that alter the landscape in a planned area
If the planned construction deviates from a local detailed plan or a local master plan, or is located in an area subject to a building ban or in an area in need of planning, an exemption decision is required before applying for a building permit.
The Building Act (751/2023) entered into force on 1 January 2025.
The Land Use and Building Act became the Land Use Act on 1 January 2025.
The new Building Act brought with it changes and, among other things, exemptions from the permit requirement for smaller construction projects. Even if a building does not require a permit under the new act, the party undertaking the project must ensure that everything built is designed and constructed in accordance with the Building Act, the construction regulations, the plan, the municipal building ordinance and the guidelines issued.
The new act applies only to permit applications submitted on or after 1 January 2025 and to the related supervision during construction work.

Building ordinance
The building ordinance is a statutory, municipality-specific document. Its aim is to promote well-planned construction suited to the area, the consideration of cultural and natural values, and the achievement and preservation of a good living environment.
The building ordinance complements other statutory land use planning. It is therefore not applied if a legally binding local master plan, a local detailed plan or the National Building Code of Finland provides otherwise.
The building ordinance sets out municipality-specific regulations and guidelines concerning construction and the maintenance of the built environment. Different regulations and guidelines may be issued for different areas of the municipality. The starting point is local conditions.
Fees and charges
The permit applicant or the party carrying out the measure is obliged to pay the municipality a fee for inspection and supervision duties and other official duties. The grounds for the fee are laid down in the schedule of charges approved by the municipality.

Duty of care of the party undertaking a building project (Building Act, section 91)
The party undertaking a building project must ensure that the building is designed and constructed in accordance with the provisions and regulations governing construction and with the permit granted. The party undertaking a building project must have the capacity to carry it out in proportion to the demands of the project.
The party undertaking a building project must ensure that the project has designers who meet the qualification requirements and that all others working on the project have the expertise and professional skills required by the demands of their duties.

The building inspector is generally at the Joroinen office on Wednesdays. The building inspector’s work involves a great deal of travel, so personal meetings should be booked in advance.
