Accessibility

The joroinen.fi website is subject to the Act on the Provision of Digital Services (306/2019). This accessibility statement was reviewed on 20 August 2026.

Accessibility status of the digital service

This online service partially meets the level A and AA accessibility criteria required by law. The website was completely redesigned and the new joroinen.fi was published on 24 June 2026. The shortcomings listed below are known to us and are being corrected.

Accessibility shortcomings

• Text alternatives for images. Some images only have a generic text alternative (“Illustration”) that does not describe what the image shows. The municipality is adding image-specific text alternatives as part of its content work. (WCAG 1.1.1)

Content that is not covered by the accessibility requirements

• Attachments. The website contains attachments, such as PDF files, that are not fully accessible. Reproducing the older attachments in an accessible format would place a disproportionate burden on the municipality. You can request the content of an attachment in another format by email at joroinen.kunta@joroinen.fi.
• Social media feed on the front page. The social media wall shown on the front page is content produced by a third-party service whose technical implementation the municipality cannot influence.

How accessibility has been assessed

The information in this statement is based on a self-assessment carried out by the municipality. The accessibility of the website was assessed between 18 and 20 August 2026 using automated tests (Lighthouse and axe) on six different page types and by reviewing the technical implementation of the website. The assessment was not carried out by an external party, and automated testing does not cover all accessibility criteria. The assessment continues and this statement is updated as new findings are made.

The goal of the Municipality of Joroinen

Joroinen aims to achieve at least the AA level of the WCAG guidelines, or better, in the accessibility of its digital services.

Features that support accessibility

• Listening to pages. Every page has a Listen button that reads the content of the page aloud (ReadSpeaker). The feature does not require signing in or a separate program. The service is provided by an external supplier.
• Language versions. The key content of the website is available in Finnish, English and Ukrainian.
• Keyboard use. There is a skip link at the beginning of the website that takes you straight to the content without going through the menu.

Supervisory authority

If you notice accessibility problems on the website, please first give feedback to us, the website administrator. It may take up to 14 days to receive a reply. If you are not satisfied with the reply you receive, or if you do not receive a reply at all within two weeks, you can submit a notification to Traficom. Traficom’s website explains in detail how to submit a notification and how the matter is processed.
