The Audit Committee prepares matters concerning the audit of administration and finances to be decided by the municipal council and evaluates whether the operational and financial objectives set by the municipal council have been achieved in the municipality. It coordinates the auditing of the municipality and its subsidiaries and monitors the correctness of decisions and actions as well as the fulfilment of the interests of residents.

The auditor of the Municipality of Joroinen is BDO Audiator Oy. The responsible auditor is Taina Törrönen.

The Central Election Committee is responsible for organising general elections in the Municipality of Joroinen. General elections refer to elections where the right to vote is universal.

The following general national elections are held in Finland:

• Parliamentary elections every four years
• Regional and municipal elections every four years
• Presidential election every six years
• European Parliament elections every five years

The tasks of the Central Election Committee include, among others, providing information about elections, preparing advance voting, preparing institutional and home voting, preparing election-day voting, training election officials, and communicating the results of the preliminary count. In municipal elections, the committee is also responsible for processing candidate applications, compiling candidate lists, verification counting, and confirming and publishing the election results.

The Council for the Elderly and People with Disabilities is a collaborative body for the Municipality of Joroinen, the elderly population of Joroinen, people with disabilities and their relatives, as well as organisations working with the elderly, pensioner, elderly and disability organisations operating in the area.

Tasks of the Council:

• Participates in assessing the wellbeing, health, functional capacity and independent coping of the elderly population and people with disabilities in cooperation with other bodies.
• Participates in planning services that promote the health, wellbeing and independent coping of the elderly and people with disabilities, and monitors and evaluates the implementation of these services.
• Promotes the opportunities of the elderly population and people with disabilities to participate in the planning, preparation and monitoring of services that affect their living conditions.
• Takes a position and gives statements on matters that affect the living conditions and services of the elderly population and people with disabilities.
• Prepares its own action plan and annual report.

The Youth council brings young people’s voices to municipal decision-making, organises hearings for young people and events aimed at them. Registration for the Youth council is annual, and will be announced separately. The term lasts two years for each member.

The Youth council of Joroinen has the right to be present and speak at meetings of the Education and culture committee and the municipal council.

The Central Savo Building Control Committee acts as a joint building control authority under the Construction Act for five municipalities: Pieksämäki, Varkaus, Leppävirta, Joroinen and Kangasniemi. The committee is responsible for processing building, demolition and landscape work permits as well as exemption decisions in the area.

The municipalities of Central Savo – Varkaus, Pieksämäki, Leppävirta and Joroinen – form a joint Central Savo employment area, where Varkaus acts as the responsible municipality. The services of the Central Savo employment area are provided by the Employment Area Committee, which operates as part of the City of Varkaus organisation.

Joroinen participates in the Central Savo Environmental Committee, which is a joint body of the municipalities of Heinävesi, Joroinen and Leppävirta and the cities of Pieksämäki and Varkaus. The committee’s responsibilities include environmental protection, environmental health control and veterinary care services.
