Council
The governance of the municipality is based on the municipal strategy, the financial plan, the budget and other decisions of the Council. The Joroinen Municipal Council has 21 members.
The Council is responsible for the operations and finances of the municipality, exercises the municipality’s decision-making power and delegates that power through the provisions of the administrative regulations.
What does the Council decide on?
Under Section 14 of the Local Government Act, the Council decides on:
- the municipal strategy
- the administrative regulations
- the budget and the financial plan
- the principles of ownership steering and the group directive
- the operational and financial targets set for the public utility
- the principles for managing assets and investment activities
- the principles of internal control and risk management
- the general grounds for the fees charged for services and other performances
- granting a guarantee commitment or other collateral for another party’s debt
- the election of members to bodies, unless otherwise provided below
- the grounds for the financial benefits of elected officials
- the election of auditors
- the approval of the financial statements and the discharge from liability
- other matters laid down or assigned to be decided by the Council.
