Municipal initiative
Under Section 28 of the Local Government Act, a resident of a municipality has the right to submit initiatives to the municipality on matters concerning its activities. The right of initiative increases residents’ opportunities to participate and have influence.
Municipal initiatives are recorded and forwarded for consideration by the authority to whose remit the initiative primarily belongs. The person submitting the initiative is informed of the measures taken in response to it, so the initiative must include contact details for later communication.
How do I submit a municipal initiative?
An initiative can be submitted in three ways:
- Electronically using the form on the kuntalaisaloite.fi service. All initiatives submitted to the service are checked before publication, and use of the service is free of charge.
- By email to joroinen.kunta@joroinen.fi.
- By a free-form, signed letter to the municipal registry.
Initiative sent by letter
An initiative sent as a letter must be signed. It can be sent by post to the municipal registry or delivered in person to the municipal office during opening hours. The initiative must include the submitter’s contact details: name, address, telephone number and any email address.
