Organisation
The personnel organisation of the Municipality of Joroinen is divided into sectors under the municipal government: the general administration sector, the technical sector and the education and culture sector. The sectors are divided into result areas and the units under them.
Sectors and result areas
The result areas belonging to the general administration sector are administration, economic affairs, group services, employment management and information management.
The result areas belonging to the technical sector are technical administration and community planning, environmental affairs, municipal engineering, property and food services, agricultural and forest estates, building control, private road matters, technical sector projects and the water utility.
The result areas belonging to the education and culture sector are basic education, upper secondary education, early childhood education, wellbeing, library services and liberal adult education.

The municipal office is open on weekdays from 9.00–11.00 and 12.00–15.00. The email addresses of the staff of the Municipality of Joroinen are in the form firstname.lastname@joroinen.fi.
Registry
Each administrative sector of the Municipality of Joroinen has its own decentralised registry. The registries receive and register the paper documents and emails addressed to their sector. Documents are entered into the Dynasty system by the secretaries of administration, education and culture, and the technical sector. The registries provide information on the decisions of the bodies and office holders of their own area of responsibility, as well as on pending matters.

Economic affairs
The economic affairs of the Municipality of Joroinen are part of the regional and national Yritys-Suomi (Enterprise Finland) business services network. Economic affairs are represented by the business affairs officer, and the municipal government acts as the body of elected officials in economic matters. The municipality purchases services for start-up businesses from Keski-Savon Uusyrityskeskus Wäläkky ry.

Technical services
The technical services include the municipality’s technical sector services, such as the water utility, cleaning and food services, and property maintenance. In addition, the technical services include building control, the municipality’s rental apartments and plots for sale.

Municipal group
The municipal group consists of the municipality and its subsidiary entities. Subsidiary entities are companies in which the municipality has controlling power in accordance with the Accounting Act. Foundations under the controlling power of the municipality also belong to the municipal group.
The budget is prepared taking into account the responsibilities and obligations of the municipal group, and it sets the annual objectives for operations and finances. The municipal group is managed as a whole from the perspective of the overall interest of the municipal group and in accordance with the strategic objectives.

A municipality which, together with its subsidiary entities, forms a municipal group must prepare and include consolidated financial statements in its financial statements. Through the group guidelines, the group management exercises owner steering and group supervision.
