Applying and fees
An early childhood education place must be applied for four months before starting early childhood education. The early childhood education client fee is determined by the family’s income, family size and the extent of early childhood education.
If the need for early childhood education arises from employment or studies and the start date is not foreseeable, an early childhood education place must be applied for as soon as possible, no later than two weeks before the child needs early childhood education.
When can you apply for an early childhood education place?
Early childhood education can be applied for all year round. March is an intensified application period for children starting early childhood education at the beginning of the activity year.
How do you apply for a place?
Joroinen early childhood education has an electronic client service in use. Guardians authenticate to the programme with their own bank or identification credentials. Applications for before-school activities for school children are also made in the same place.

Changes in early childhood education needs, such as changes in reserved hours, are reported electronically.
Termination of early childhood education relationship
An early childhood education relationship valid until further notice can be terminated electronically or by email at sisko.turunen@joroinen.fi.
Client fees
A monthly fee is determined for early childhood education, the amount of which is affected by family income, family size and the extent of early childhood education. Fees are determined in accordance with the Early Childhood Education Client Fees Act (1503/2016) and decisions of the education and culture committee.
The income statement can be made electronically via the link in the early childhood education decision or with a paper income statement form. If an income statement has not been received by the deadline, the highest fee stipulated by law is charged. The family may also accept the collection of the highest fee without making an income statement.
If the Suomi.fi service is in use, the decision on the client fee is received electronically. Otherwise, the decision is sent by post.

Basis for determining fees
Billing
Joroinen municipality uses hourly billing. Families can choose the number of hours they need per month, and the early childhood education client fee is determined according to the reserved hourly limit. Client fees are billed monthly in arrears.
Monitoring accumulated hours
Guardians can view accumulated hours in the electronic client service. If the hours used during the month exceed the number of reserved hours by more than two hours, a fee is charged according to the next fee category.
