Land use planning

Land use planning refers to the planning of the use of land areas. Its aim is to create the conditions for a good and functional living environment.

In the Municipality of Joroinen, the municipal government is responsible for land use planning. Planning matters are prepared by the technical director.

Land use planning review 2025

The land use planning review in accordance with the Land Use and Building Act (LUBA Section 7) briefly describes the planning matters in progress and coming up in the near future in the municipality and the regional council, their processing stages, as well as other measures that have a direct impact on the starting points, objectives and implementation of land use planning.

The 2025 land use planning review of the Municipality of Joroinen was approved by the council on 8 December 2025.

Plans in force

Joroinen has two areas with detailed plans, Kirkonkylä and Kuvansi. In addition, most of the shores of Joroinen are covered by local master plans. The detailed plan and local master plan are approved by the Joroinen municipal council.

Plan types

Detailed plans

A detailed plan defines in detail the intended use of each area and steers construction. The planning process can usually take about a year, sometimes several years.

Both built-up areas have plenty of vacant detached-house plots, as well as a wide range of business and industrial plots along Highway 5.

Local master plans

A local master plan defines the broad lines of the municipality’s development and the use of the plan area in general terms. A local master plan can, as needed, be drawn up either as a local master plan covering the whole municipality or as a partial local master plan covering a specific sub-area. It may also be shared by several municipalities. A local master plan steers the detailed plan and may, in terms of its legal effect, be either binding or an ordinary local master plan.

The areas of the Kirkonkylä and Kuvansi built-up areas are covered by local master plans. In addition, most of the shores of Joroinen are covered by local master plans. The shore master plans are the Saimaa area shore master plan and the Maavesi-Sysmä-Paro water area shore master plan.

Land use development vision 2040

The land use development vision 2040 of the Municipality of Joroinen is a strategic plan on the conditions under which the large-scale production of renewable energy is recommended to be implemented in the area of the Municipality of Joroinen, taking into account the entire life cycle of a power plant. The plan consists of a description section and an energy map. The land use development vision promotes the implementation of the Joroinen climate programme. The plan is intended to be followed as guidance and a recommendation when planning and permitting large-scale renewable energy production projects in the area of the Municipality of Joroinen. In addition, the aim of the plan is to enhance the realisation of the rights, interests, access to information and equality of landowners and residents in projects.

The Joroinen land use development vision 2040 was approved by the municipal council on 13 November 2023 as a strategic document as part of the municipal strategy. The energy map is continuously updated with regard to projects in progress and coming up, and the plan is reviewed at least once per council term.

Building ordinance

The municipality’s building ordinance mainly steers construction in cases where no detailed plan has been drawn up for the area.
